Purchases in chat

Only one call spends credit: get_skill with confirm: true, from a signed-in token with the install scope. The agent must ask the user first.

    Rules agents are given

    1. Suggest one or two skills with name, price and why they fit. Always ask before buying.
    2. If credit covers the price, get_skill states the balance before and after. Only after the user says yes, call get_skill again with confirm: true. A skill the user already owns is never charged twice.
    3. If credit is short: for skills from $5, show the card link first, then the top-up link. Under $5, show the top-up link.
    4. Tell the user: "Doesn't do what its page promises? You get your money back."
