3. Evidence checklist

• Would upgrade the case: a photo from the driver's eye level at the parking position; a note of whether the sign has since been cleared (suggests the issuer accepts it was obscured).
• Do not attach: the clean-record claim beyond one sentence; it isn't a ground.

4. The realistic note
Expect a written decision within the issuer's stated period. If refused at this informal stage, the notice will explain the formal representation and then independent-adjudication route; with dated photographic evidence, this ground is worth taking one more step. At £70, stop after the independent stage; the cost of your time exceeds the fine beyond that.
