Distinct Scope

This reviews HTTP webhooks, not agent lifecycle hooks. GitHub and Stripe distinctions are explicit; an unfamiliar provider is not silently assigned a generic HMAC or timestamp recipe. The workflow inspects actual transactions and state transitions where evidence is available, not just an already_seen flag. No exactly-once transport promise is made.

It uses the code and sanitized evidence you authorize the agent to inspect. Missing artifacts remain unknown; unrun tests are marked NOT_EXECUTED.
