SCOUT: Find the Truth by Looking

Research that was summarised for you is not research you did. SCOUT is the reconnaissance and measurement half of the system, and this front door states the doctrine and the evidence floors before any of it runs.

The floors are the point. They set the minimum standard a piece of evidence has to meet before it's allowed to influence a decision, which is what stops a confident summary from becoming a premise. From there it routes to whichever of the five sub-skills fits: intake, recon, geo, outcome, or provision.

Built-ins only. No plugins, no API keys, no paid tools required.

Note on licensing: the SCOUT pack is the one I have never published under an open license.
