    • Recommends an action: ABSORB, CLARIFY, NEGOTIATE, CHANGE-ORDER, or DECLINE.
    • Drafts three reply tones (collaborative, firm, formal) plus a change-order scaffold when needed, and a Firewall Log JSON.
