    About this skill

    RFP Compliance Matrix

Turns an RFP document into the working artifact: a compliance matrix where every shall/must/required sentence is a row, tagged by section, priority and category — plus the dates, format rules, scoring weights and contract traps that decide the bid.

Hard rules — read before every run

    • Extraction is heuristic, not a substitute for reading the RFP. Say so — the disclaimer field must reach the user. Requirements are sentence-level; merged/split clauses need human review.
    • mandatory = shall/must/required language; desirable = should/preferably/scored-higher. Desirable rows still score points — don't drop them from the matrix.
    • Every row starts status: open — the bidder decides Comply / Partial / Exception. Never mark a row compliant yourself.
    • Only parse documents the user is responding to.

    1. Run

    Requires Node 18+, zero dependencies.

    node <skill-dir>/scripts/rfp-matrix.js rfp.txt # JSON matrix
    node <skill-dir>/scripts/rfp-matrix.js rfp.txt --format md # fill-in markdown

Reads plain text — export the PDF/DOCX to text first (tables may need a manual cleanup pass). Exit 0 on success, 2 input error.

    2. Reading the output

    • requirements[] — id (R-001…), section, text, priority (mandatory/desirable), category, status: open.
    • keyDates[] — date, kind (submission-deadline / qa-deadline / event / milestone), source sentence.
    • evalCriteria[] — scoring/weighting sentences found in or near the evaluation section.
    • risks[] — contract clauses to price or negotiate, with severity and the standard bid-manager play.
    • verdict — one-line scope summary + high-severity risk count.

    3. Deliver

    RFP SCAN — <document> — <date>
    SCOPE: <verdict>

    BID/NO-BID SIGNALS
    - <high-severity risks + mandatory site visits + deadline feasibility>

    MANDATORY COVERAGE (<n> rows)
    - By category: <counts per category>
    - Missing-info flags: <requirements referencing docs/certs you may lack>

    DATES
    - <chronological list — flag anything <14 days out>

    NEXT
    - Assign owner per category, fill Response column, draft the
clarification-questions list for the Q&A deadline

    4. Optional follow-ups (offer, don't auto-run)

    • Generate the clarification-questions email for the Q&A deadline.
    • Group requirements by workstream and draft the response outline.
    • Re-scan an amended RFP and diff new/changed requirements.
