For every project collect objective, customer evidence, expected benefit range, cost, required skills, dependencies, risk, time-to-value, reversibility and accountable sponsor.

Screening gates

Remove proposals with no owner, unclear problem, unsupported compliance claim, or dependency that cannot be met. Route safety, security and regulatory work through appropriate priority gates.

Portfolio balance

Group work into growth, customer retention, operations, risk reduction and platform health. Reserve capacity for critical maintenance and incidents before comparing discretionary projects.

Ranking and scenarios

Use transparent criteria and confidence levels. Build scenarios that show value, risk and capacity tradeoffs; do not rely on one weighted score.

Dependency map

Highlight shared teams, sequence, decision deadlines and work that can be stopped.

Governance

Approve a limited set with owners and outcome measures. Review monthly, stop low-value work when evidence changes, and document why priorities shifted.

Measurement and review

Record the baseline, source, date range, denominator and owner. Use one primary measure plus quality guardrails; compare like-for-like cohorts and disclose missing data. Treat estimates as scenarios, not observed outcomes.

Risks and controls

Check relevance, consent, disclosure, workload and downside before scaling. Keep an evidence trail, obtain human review for material commitments, and pause if trust, quality or compliance signals deteriorate.
