The included deterministic local helper checks whether each surface has a success signal, failure signal, named monitor, alert route, response owner, freshness expectation, recovery runbook, and evidence reference. It returns a JSON coverage ledger, findings CSV, human-readable watch plan, and SHA-256 receipt with a READY, REVIEW, BLOCK, or CANNOT_ASSESS result. It does not create an account, contact a provider, deploy a probe, change production, or claim that monitoring is working.
