Paraphrasis: Restate Without Drift

Restating is its own job. It is not writing something new and it is not polishing what is there, and treating it as either is how a spec becomes an announcement that promises something the spec never said.

This handles the restate case directly: a spec into a release note, a paper into a post, a changelog into an announcement, long into short, one audience into another. It carries a drift catalog of the specific ways meaning slips during a rewrite, a fidelity ledger that tracks what the original actually claimed, and a reversal test you run on the output.

It has a separate procedure for hostile and skeptical readers, and a claims rail that stops the rewrite from inventing support the source never had.
