International CSV imports silently reinterpret decimal marks, grouping marks, numeric dates, and spreadsheet formula prefixes. Compares raw cells with proposed normalized values under explicit owner-supplied locale profiles, rather than guessing a locale from content. It makes no network request and performs no import, translation, rewrite, upload, merge, delivery, publication, purchase, message, or account change. Stable findings and SHA-256 receipts support review, while PASS remains explicitly narrower than source truth or authorization.
