KISS Plan: Design Before Code

Most bad implementations are bad plans nobody wrote down. This makes the agent frame first: look at what is already there, then produce a short design doc with named modules, explicit interfaces, and a build sequence where every step carries its own verification.

It also forces ambiguity to the surface instead of papering over it. If a request has more than one reasonable reading, you get the readings, not a silent guess.

Includes the distinction between strong and weak goals, which is what separates a plan you can check from a plan you can only hope about.

Where this came from

Deliberon is a Windows desktop app that runs a council of AI agents on a hard decision and hands back a Decision Record: dissent preserved, every claim marked as proved, asserted, or estimated.

KISS is the discipline Deliberon's own codebase is held to. This is the planning half of it.
