Route A — The credentials are about to be used again

She discovers that the lethal command was not an isolated event: her credentials remain embedded in an automated authorization chain for another imminent flood-control intervention. Her superiors order her to certify the system as clean and revoke her investigative access.

Hard Turn: She realizes another command could kill people under her identity, and official procedure has been deliberately closed to her.

Unavoidable objective: Identify and disable the mechanism using her credentials before the next high-water event.

Activated role: From auditor documenting compliance to unauthorized investigator trying to stop an operational threat.

Strength: Creates an immediate, renewable thriller engine: every technical discovery affects a system that may soon act again.

Risk: A countdown could overpower the institutional and psychological complexity if the novel becomes primarily a race to stop the next disaster.

Route B — She becomes the official culprit

The suppression becomes active containment. Her superiors produce authenticated logs showing that she personally approved the lethal command, suspend her, and begin preparing a negligence or criminal case. She discovers that the evidence is technically convincing enough that ordinary auditing procedures will condemn her.

Hard Turn: The institution converts the anomaly into an accusation against her, making obedience equivalent to accepting responsibility for deaths she did not cause.

Unavoidable objective: Reconstruct what actually happened and prove how her authorization was created before the institutional record becomes irreversible.

Activated role: From trusted verifier of records to fugitive-from-the-record investigator forced to distrust the evidentiary systems she built her career around.

Strength: Makes the central conflict intensely personal while exploiting her defining trait: someone who believes in rules must prove that the rules themselves have been weaponized.

Risk: The framing mechanism must be unusually credible; if the conspiracy can fabricate anything without constraint, investigation loses meaning.

Route C — The command was genuinely hers

She proves there was no credential theft. The flood-defense system executed a command carrying a legitimate authorization token she unknowingly issued earlier through an apparently routine audit procedure. Her superiors suppress the anomaly because exposing it would reveal that normal compliance processes can silently generate lethal operational authority.

Hard Turn: She learns she is neither simply innocent nor deliberately guilty: her own rule-following action became the causal instrument of deaths, and the institution intends to preserve the mechanism.

Unavoidable objective: Determine exactly how routine administrative authority becomes lethal control and force the vulnerability into the open before the same institutional process reproduces it.

Activated role: From enforcer of procedural correctness to adversarial examiner of the premise that procedural correctness equals safety.

Strength: This gives the premise its sharpest moral and thematic pressure. Her deepest professional strength—obedience to validated procedure—becomes implicated in the catastrophe without requiring her to have knowingly done anything monstrous.

Risk: It demands careful technical causality so readers understand both her genuine responsibility and the limits of that responsibility without reducing the story to an abstract systems critique.

Recommendation: Route C. It most fully exploits what is distinctive about your protagonist and premise. Route A supplies stronger immediate physical urgency and Route B supplies stronger persecution pressure, but C creates the hardest irreversible transformation: she cannot restore her former worldview simply by identifying a hacker or clearing her name. The thriller can still acquire countdowns and institutional pursuit downstream, but its foundational conflict remains her discovery that a perfectly rule-compliant system can distribute responsibility until lethal decisions belong simultaneously to everyone and no one.
