FORTRESS Bailey: Rented Ground, Honestly Tracked

A channel you rejected six weeks ago will get proposed again unless the reason was written down. This tracks rented ground on both sides: what's active, and what's excluded along with why. The exclusion register is the part that compounds. It turns a judgement you made once into a judgement that stays made, which is worth more than it sounds when an agent is suggesting channels every week. There's a fixed register shape, Active and Excluded sections, and a per-channel cost line so the rented ground has a price attached rather than a vague sense of effort. Rule 2 is the spine: rented ground is an on-ramp, never a destination. This is one of the seven FORTRESS skills. It reads and writes the shared `.monkeys/` pack, so it works on its own and works better alongside the rest. --- ## Where this came from Deliberon is a Windows desktop app that runs a council of AI agents on a hard decision and hands back a Decision Record: dissent preserved, every claim marked as proved, asserted, or estimated. The exclusion register is why my own channel decisions stay decided instead of getting re-argued every week. Pay once, it's yours, no subscription. Thirty days of the full council with no account and no card. Runs on your machine with your own model keys. https://deliberon.com The rest of my work, organised by material: https://ryan-heltemes.com
