Example session with this skill installed

Shred this RFQ and build the compliance matrix. The solicitation text is in source/.

    • Read your context and instructions
    • Compiled the federal proposal

Real session, run 2026-10-04 with Claude Sonnet on a real Navy task order RFQ (N0018926R3109, 30 pages plus a 3-page quality plan). No company facts were supplied. A government employee's name and a local file path are shortened here.

The compliance matrix is written and validated: 307 rows, 26 flagged items. Status is draft because amendments are unconfirmed.

State: shred steps 1 to 8 of 8 done.

    Files

    1. Matrix and format register: pursuits/n0018926r3109/10-compliance-matrix.md
    2. Your source text, copied in: pursuits/n0018926r3109/source/sol.txt and qasp.txt
    3. That folder is not in a git repository. It will hold pricing and competitor material, so keep it out of version control.

    Counts

    • Requirements by source: L 83, M 32, Section C 96, QASP 18, SF33 8, A 27, B 18 (one per CLIN), E 1, F 6, G 11, I 5, J 2. Total 307.
    • By basis: 218 obligations on you (shall, must, will, required), 18 should or may, 65 statements of what the Government will or may do, 6 information.
    • Flags: 6 conflicts, 7 gaps, 13 ambiguities. 11 are High. Every flag has a suggested CO question.
    • Volumes: I Non-Price (Performance Approach 10 pages, Past Performance 4 pages). II Price (no limit).

What matters most for a bidder

    1. Eligibility and clock. Only firms that sent Step One (due 24 Sep) and were found viable can quote; others are disqualified. The quote is due Monday 12 Oct 2026, 12:00 PM, by email only to the Navy contact named in the RFQ. The SF33 says local time and A.1.7 says EST, and EST is not in effect on that date. Plan to 12:00 PM Eastern daylight time.
    2. Two minimum ratings decide eligibility before price is compared. Performance Approach must rate Acceptable. Past Performance must rate Satisfactory Confidence, or Unknown/Neutral if you have none. Non-price outweighs price. Pages over the limits are excluded, and wording such as "will comply with the performance work statement" is called inadequate.
    3. The RFQ contradicts itself where it costs you. Section L requires you to address Task 3.1 and Task 3.2, and Section C has only 3.1. M wants quoters to "explicitly detail how their experience will be leveraged" and L never says where. L requires a Past Performance Information Form that is not in the package. SF33 block 12 defaults to 60 days and Section A requires 270.
    4. The work. A 24/7 on-site watch at SEOC Building 111, Washington Navy Yard, SECRET, mission essential through weather and holidays, with "zero unmitigated gaps." Section A calls the services unclassified and puts performance at contractor locations. No headcount or hours are given, and extra hours need approval. Performance starts 1 Nov 2026, 20 days after the quote closes. The incumbent is CSA Global LLC.
    5. Price. 18 CLINs: FFP labor for a base year, four option years and a 6-month option (66 months). Travel and ODC are set by the Government ($219,659.62 and $38,427.57 across all periods), loaded with your indirects, not-to-exceed. Evaluated price is the sum of all CLINs. The Government intends to award without exchanges and may hold exchanges only with the likely best-value quoter.

    Do now

    1. Confirm your firm sent Step One and holds the Step Two invitation. Check for amendments; none were supplied and the matrix assumes none.
    2. Get the DD254 (Attachment 1) and the Past Performance Information Form. Neither is in source/.
    3. Decide who raises Flags 1 to 10 with the CO. The formal question window closed 22 Sep 2026, so these go as late inquiries.

    Later
    4. There is no win strategy file, so the theme column is omitted. No company facts (FCL, CAGE, UEID, SeaPort status, past performance) were supplied, and none were assumed.
    5. The SeaPort MAC base text and the DoD source selection tables are not in the package.

Confirm every deadline and dollar figure above against the live solicitation and any amendment before relying on it.

Next: open the matrix, read the Summary, then Flags 1 to 10.

Four of the 26 flags, as written:

    #TypeDescriptionAffected Req IDsSuggested CO question
2Conflict (High)Quote validity. SF33 block 12 defaults to 60 calendar days. A.1.6 requires every Step Two quote to stay valid at least 270 days from closing (to about 9 Jul 2027). Block 12 itself says 'unless a different period is inserted by the offeror'.SF33-12-01, A-1.6-02Please confirm the 270-day period in A.1.6 governs and that block 12 should be completed with 270 days or more.
4Conflict (High)Classification and clearance. A.1.3 says the services are 'unclassified, noncommercial'. C.6 says 'Work under this task order is classified: SECRET' and that personnel 'ARE required to obtain / retain a security clearance', with no level named. A.2.1.1 required an active Secret FCL for Step One. L.III bans classified data in the quote. The DD254 draft (Attachment 1) that would settle this is not in the document set.A-1.3-01, C-6-02, C-6-03, A-2.1.1-07, L-III-01, J-1-01A.1.3 says unclassified; C.6 says SECRET. What clearance level must each staff member hold, and when (quote, award, start of performance)? Please provide DD254 Attachment 1.
6Ambiguity (High)Closing time and late rule. SF33 block 9 says 12:00 PM 'local time'; A.1.7 says 12:00 PM '(EST)'. 12 Oct 2026 falls in daylight saving time (it ends 1 Nov 2026), so EST is not in effect and the readings differ by one hour. The late-quote rule is stated three ways: SF33 cites 'Provision Number 52.214-7 or 52.215-1' (neither is in Section L); A.2.0 says the 'late is late rule' does not apply; L.I says non-compliance 'may result in the quote being deemed late and unacceptable'.L-I-01, A-2.0-01, A-2.1.2-01, C-7-01Please confirm the cutoff is 12:00 PM Eastern prevailing time on 12 Oct 2026, and state how a quote received after that time will be treated.
7Gap (High)Missing form. L.V.B requires a completed 'Past Performance Information Form' for each reference. Section J lists only the DD254 draft and the QASP, and the form is not supplied. Only CPARS evaluations, covers, tables of contents, tabs and dividers are excluded from the 4-page Past Performance limit, so the form may count against it.L-VB-11, L-IV-07, L-IV-12Please provide the 'Past Performance Information Form' and state whether it counts toward the 4-page limit.

    About this skill

For capture managers, proposal managers, and small businesses that bid on US federal work under the FAR.

    What it does

Twenty-two workflows cover the lifecycle from the first sources-sought notice to the debrief. One entry file routes each request to the right workflow.

    • Capture, before the RFP: bid/no-bid gate review, capture plan, Black Hat competitor analysis, price-to-win, win themes, RFI and sources-sought responses, teaming strategy.
    • Proposal development: solution approach, proposal schedule and assignments, the solicitation shredded into a compliance matrix, annotated outline and storyboards, section drafts, executive summary, past performance, key personnel, cost narrative.
    • Review and submission: a commitment audit that finds promises stronger than the solicitation requires, color team reviews (Blue, Pink, Green, Red, Gold, White Glove), review recovery, and the final submission check.
    • After submission: orals preparation and debrief analysis.

    How the workflows connect

Each workflow writes a numbered markdown file in one folder per opportunity. Later workflows read the earlier files, so the compliance matrix from the shred feeds the outline, the drafts, and the final check. Each workflow also runs alone, and says what it had to assume.

Every workflow opens with a short set of intake questions and follows a written checklist of steps.

    What's in the zip

One entry SKILL.md, 22 workflow folders with 32 reference files and 22 templates, 4 shared references (solicitation primer, glossary, lifecycle, pursuit folder convention), and 4 small check scripts. 88 text files in all.

More detail on one bid type

This package covers the general FAR lifecycle. Four paid packs by the same author each cover one bid type in detail: SBIR/STTR, OTA and CSO, task orders, and GSA Schedules.

    Limits

The solicitation governs. Your past performance, people, and prices come from you, and the workflows mark a missing fact as missing. Bid decisions and prices stay with a person.
