It reads "VIES could not answer" as "the VAT number is invalid", and it reads "not found in the Peppol Directory" as "this company is not on Peppol". Both are wrong. This skill teaches the agent how to use the EU VAT & Peppol Check MCP server and how to read the answer without making either mistake.

What it teaches the agent

Which of the four tools to call: check_eu_counterparty (VAT + Peppol in one call), validate_vat, peppol_lookup, vies_country_status.
The three VAT results: valid, invalid, unavailable. Unavailable means VIES or the country's national system could not answer, not that the number is invalid.
Peppol: the Directory is an opt-in index. "Not listed" is not proof that the company is outside Peppol.
Listed is not the same as able to receive an e-invoice: check accepts.invoice before saying it can.
Names and addresses appear only when the name carries a legal-form mark; otherwise personal_data_omitted is true. Contacts are never read.
