About this skill

Brazil's public procurement portal (PNCP) has no keyword search and no supplier search, and it throttles bursts of requests without saying so. An agent that doesn't know this either pretends to search by keyword or reports "no tenders found" when it was simply rate limited. This skill teaches the agent how to use the Licitações BR MCP server and how to read the answer honestly.

What it teaches the agent

Which of the three tools to call: open tenders (contratacoes_abertas), purchases published by one agency (contratacoes_do_orgao), contracts signed by one agency (contratos_do_orgao).
The modality codes (the PNCP requires one on every query) and how to scan several modalities.
What the PNCP cannot do: no keyword search, no supplier search. To find a subject, fetch by modality and state, then filter the text locally, and say so.
How to read the source status. An empty list means "nothing published" only when the source status is ok. A throttled call is not zero results.
Paging: 20 items per page, total_registros and total_paginas tell the real size.
LGPD: contracts with individuals are omitted and counted; supplier names appear only for company-like names.
