Delegation Decision

Dispatch Contract: AUTH-01
Objective: Refactor the authentication module without changing externally observable behavior.
Scope: Authentication middleware, token validation helpers, and directly related tests.
Constraints: Preserve the public API. Do not modify documentation or unrelated modules. Report uncertainties instead of expanding scope.

A worker response can advance AUTH-01 only to VERIFYING. Only the manager may mark it VERIFIED.
Verification Result
AUTH-01 returned with passing unit tests and a scoped diff. The manager inspected the changed files, confirmed that the public authentication interface remained stable, and reproduced the reported test result.
