Decision: QUEUE RETRY CONTRACT DRIFT FOUND. I have centralized the retry policy in config/jobs.ts, removed manual re-enqueues in workers/email.ts, and added a stable operation key to prevent duplicate sends. I've also added 8 deterministic tests using fake timers.
